Add CBS News on GoogleWashington — For a second time, the House on Tuesday voted against limiting President Trump's authority to engage the U.S. military in warfare in Lebanon without congressional authorization.
The war powers resolution, which was introduced by Democratic Rep. Rashida Tlaib of Michigan, is an updated version of a measure that also failed earlier this month after Democratic leaders came out against it.
Tuesday's vote ended with 189 voting in favor and 235 voting in opposition of constraining the president's authority.
The new version, which had the approval of Democratic leaders, would have directed the president to remove U.S. armed forces "from any hostilities in Lebanon" within seven days of the measure's adoption. It would not have constrained all military activity, stipulating, "Nothing in this concurrent resolution may be construed to prevent or limit security cooperation with the Lebanese Armed Forces or the protection of diplomatic facilities."
The original measure would have directed the president to remove U.S. armed forces "from Lebanon" within seven days of the measure's adoption.
"Currently, there are no U.S. service members involved in combat operations or hostilities in Lebanon," House Minority Leader Hakeem Jeffries, Democratic Whip Katherine Clark and Democratic Caucus Chair Pete Aguilar said in a statement earlier this month explaining the change.
Tensions in southern Lebanon have threatened a final peace deal between the U.S. and Iran. Iran and Hezbollah have demanded the full withdrawal of Israeli forces from the region as part of the deal between Washington and Tehran to end the war. But an agreement signed last week between the Israeli and Lebanese governments to end the fighting in southern Lebanon links Israel's removal of forces from the area with Hezbollah's disarmament. Hezbollah, however, has refused to give up its weapons.
Tlaib said Monday during floor debate that the vote was about "immediately ending all U.S. participation in the Israeli government's violent assault against the people of Lebanon." She accused the Israeli government of carrying out an "ethnic cleansing and territory expansion" through its bombing campaign in southern Lebanon.
Democratic Rep. Gregory Meeks of New York, the ranking member on the House Foreign Affairs Committee, said the updated version "corrected the flaws" of the earlier measure.
"It will not infringe upon America's national security interests in Lebanon, while ensuring we stay out of another forever war that is not in our national interest," he said. "I will state for the record that, to my knowledge, United States forces are not currently engaged in any active hostilities in Lebanon with the Israeli military. Nonetheless, this resolution ensures that does not change without congressional authorization."
Republican Rep. Brian Mast of Florida, the chairman of the House Foreign Affairs Committee, said the updated measure is "not quite as ridiculous this time as it was the last time … but still significantly ridiculous." He called the resolution "a win for terrorists."
"Hezbollah is the one holdout that is standing in the way of peace between Israel and Lebanon," Mast said. "The Lebanese government wants the fighting to stop. Israel wants the fighting to stop. Who is it that wants the fighting to continue? That would be the one entity that is supported by this resolution, and that's Hezbollah."

Kathie Lee Gifford is giving fans a candid update on her love life more than a decade after the death of her late husband, Frank Gifford.
“I am not dating anybody right now, and I don’t want to date,” Kathie Lee, 44, said in an interview with People published on Tuesday, June 30. “I’m not looking, and I don’t think I’ll ever get married again.”
Frank died on August 9, 2015, one week before his 85th birthday. The former NFL player and Kathie Lee were married for 29 years, tying the knot in October 1986 and welcoming two children, son Cody, 35, and daughter Cassidy, 32, while they were together.
Kathie Lee met Frank when she worked at Good Morning America in 1982. They went through a rocky patch in 1997, when he publicly admitted he had been unfaithful. The former TV host reconciled with her husband and together they worked to “heal” their marriage.

“Frank will always be the love of my life,” Kathie Lee said. “If God wants to do something miraculous, like give me another great love [then I’m open to it]. And so I leave room for the miraculous to happen.”
Frank died of natural causes, although his family shared that he suffered from CTE, a progressive brain disease caused by numerous concussions and brain trauma.
“While Frank passed away from natural causes this past August at the age of 84, our suspicions that he was suffering from the debilitating effects of head trauma were confirmed,” the Gifford family said in a November 2015 statement. “During the last years of his life, Frank dedicated himself to understanding the recent revelations concerning the connection between repetitive head trauma and its associated cognitive and behavioral symptoms — which he experienced firsthand.”

Jose Canseco Says Madonna Requested Nearly Naked Photos of Him Before Becoming ‘Infatuated’

Fans may remember Juiced, former Major League Baseball player Jose Canseco’s tell-all book about steroids in baseball. They might not be aware of his lesser-known work, the Beefcake Book.
Canseco, 61, joined legendary sports photographer Michael Zagaris on the “Sources Tell Jeff Passan” podcast where the pair told host Passan, 45, about the lengths the former Oakland A went to in order to appease Madonna.
“Madonna [wanted] to see what I look like without my uniform on,” Canseco recalled on the Tuesday, June 30 episode. “So I spoke with Z about taking some pictures, not nude but pretty close. Madonna wanted front view, side view, back view, whole combinations, just to see what I really look like, what she was getting herself into.”
Zagaris, 81, then stepped in to tell the story of how he took those photos, which came after batting practice and before a game.

Zagaris called them “beefcake” photos, and Canseco said Madonna, 67, received the images well.
“She wanted me to marry her so she must have liked it,” he said. “I was never attracted to her. Never wanted to do anything with her. She chased me around, called me at the clubhouse all the time.”
Canseco has talked about his non-relationship with Madonna in the past. In a 2008 interview with Us Weekly, he insisted that Madonna wanted to have a baby with him.
